Prevention and Intervention of Homelessness, (Formally known as the Housing Security Guarantee and Emergency Assistance Programs)

Every child deserves a place to call home. This program helps to ensure that statement becomes a reality. Preventing a family from becoming homeless is the most economical, and humane thing to do. During times of crisis, we provide our clients financial assistance with back rent, utility disconnections, and heating fuel. With the rental market currently at less than 1% vacancy rate, it is imperative that we assist families through a crisis and helps them remain in their current housing situation.
Today, the average monthly rent is $787.00 in southern Hillsborough County with no utilities included. Our clients face monthly living expenses well in excess of 30% of their monthly income.
For those families currently trying to secure permanent housing, we offer housing security guarantee vouchers. This program has helped hundreds of families obtain safe, affordable, permanent housing. The Care Center serves as an agent for the State of New Hampshire servicing southern Hillsborough County. These security deposit vouchers are a loan paid back over a two-year period. It is an interest-free, finance-charge free loan. It offers on-going support to clients as needed and education in the area of tenant's rights. Since the program's inception in 1994 through June 2004, NPCC has issued 995 security deposit vouchers totaling $546,169. Without the assistance of NPCC, these families would most likely be homeless.
This program provides a hand-up, not a handout. Case management and budgeting are all mandatory components to receiving assistance. New this year is a Financial Literacy Program for families looking to increase their knowledge on organizing their financial situation. This intense nine-month program will help families with budgeting, understanding credit reports, how to apply for loans, etc. For those families attending at least 80% of the workshops, a savings account of $100.00 will be established on their behalf. This savings account can only be utilized for emergencies with a representative of NPCC also required to sign.
